"Funded PhD abroad" and "Fulbright" or "Chevening scholarship" get used almost interchangeably in Egyptian scholarship searches, and for Egypt specifically, that's a real problem: most of the household names on that list fund a master's, not a doctorate. The routes that genuinely fund a full PhD for Egyptian applicants are fewer, more specific, and in one major case restricted to people who already work in academia.

Fulbright Egypt: a real master's program, a PhD structured as a sandwich

Fulbright's presence in Egypt runs through the Binational Fulbright Commission in Egypt, a program in place since 1949 and often described as the oldest Fulbright program in the Arab world. Its flagship award, the Master's Degree Program, funds up to two years of full study in the United States. Its PhD-level options work differently: the PhD Joint Supervision Program funds roughly a year in the US under joint Egyptian- American supervision for students already enrolled in a PhD at an Egyptian university, and a separate Visiting Student Researcher Program offers 6 to 9 months for enrolled PhD students to conduct research abroad. Chevening, Australia Awards, and Erasmus Mundus: three names, one shared limit

Chevening is active in Egypt with its own country page, but as with every country it operates in, it funds a one-year taught UK master's degree, not a PhD, and requires the standard two years of work experience plus a two-year return commitment. That dedicated channel is GERLS, the German-Egyptian Research Long-Term Scholarship, run jointly by DAAD and Egypt's Ministry of Higher Education specifically for STEM doctoral research in Germany. It funds an initial grant of roughly 12 months, extendable up to a maximum of 42 months, making it one of the few programs on this list actually structured to fund a full PhD abroad for an Egyptian applicant, provided your field falls within STEM.

Egypt's own Missions program: real funding, restricted to university faculty

Egypt runs its own long-standing PhD-abroad funding scheme through the Cultural Affairs and Missions Sector of the Ministry of Higher Education and Scientific Research, commonly referred to as the government missions program. It funds PhD study abroad, typically for around four years with a possible roughly nine-month extension, but it's aimed primarily at university faculty and teaching assistants rather than the general graduate applicant pool, and comes with an obligation to return and serve at the sponsoring Egyptian university afterward. It's administered in coordination with Egypt's cultural and educational bureaus abroad and overlaps in practice with bilateral channels like GERLS.
