Funded PhD for Ugandan Students (2026)

Two of the names Ugandan applicants hear most often, HESFB and the State House Scholars Program, don't actually fund a PhD abroad at all, both are domestic-facing. The routes that do fund doctoral study abroad look different, and Makerere University's role as a regional research hub does a lot of the real work. Here's what's actually available.

Ruling out the two most commonly assumed routes

The Higher Education Students' Financing Board (HESFB), established under the 2014 Act, is a loan scheme, not a grant, and its own scope is undergraduate diploma and degree programmes at chartered institutions inside Uganda, not graduate study, and not study abroad. The State House Scholars Program, run directly by the Office of the President, is real and well documented in Ugandan press, but it funds primary, secondary, and university-level education inside Uganda. Neither is a route to a funded PhD abroad, worth ruling out early so you're not waiting on an application that was never going to fund this.

How the Ministry of Education actually helps: nomination, not funding

Uganda's Ministry of Education and Sports runs a Central Scholarships Committee that nominates Ugandan candidates for bilateral scholarships offered by foreign governments, it doesn't fund the study itself. Past and current partner countries named on the Ministry's own scholarships page include the UK (through the Commonwealth Scholarship scheme), India, Egypt, Germany, Cuba, Mauritius, and Azerbaijan. If a bilateral route interests you, the nomination usually has to go through this Committee rather than applying to the partner country directly.

Commonwealth PhD Scholarships: a confirmed, direct route

Uganda appears on the Commonwealth Scholarship Commission's eligible-country list for Commonwealth Master's Scholarships, Commonwealth PhD Scholarships, and Commonwealth Shared Scholarships. DAAD at Makerere: a named PhD track

DAAD's Sub-Saharan Africa In-Country/In-Region Scholarship Programme names Makerere University as a partner institution for two specific tracks: a Master's in Environment and Natural Resources, and, more usefully for doctoral applicants, a PhD in Plant Breeding. This is one of the more concrete, verifiable PhD-specific routes tied directly to a Ugandan institution rather than requiring relocation to a third country.

Mastercard Foundation and RUFORUM: strong at Master's, thinner at PhD

Makerere University has been an official Mastercard Foundation Scholars Program partner since 2013, with Phase 1 recruiting 1,032 scholars and graduating 974 between 2013 and 2023, and Phase 2 now running through 2034. Makerere also hosts the RUFORUM Secretariat, a consortium of 163 African universities focused on agricultural graduate training; the Mastercard Foundation-RUFORUM partnership specifically funded 110 Bachelor's and 110 Master's scholarships over eight years, and the current TAGDev 2.0 programme has an active 2026/27 call at Uganda Martyrs University. Both are genuinely strong Ugandan funding relationships, but the confirmed scholarship numbers sit mainly at Bachelor's and Master's level rather than PhD, worth checking current RUFORUM calls directly for whether a given cycle extends to doctoral funding.

Chevening and Fulbright

Chevening's Uganda page confirms the standard global rule, one-year taught Master's only, not a PhD. The Fulbright Foreign Student Program, run through the US Embassy in Kampala, funds advanced degrees in the US across all fields except clinical medicine, with the 2027 cycle's deadline set for 21 March 2026. Per the Embassy's own reporting, Ugandan enrolment in the US reached an all-time high of 1,303 students in the 2023/24 academic year, up 19.8% from 1,088 the year before.

Where professor outreach fits alongside all of this
